España activará su pasaporte verde Covid para viajeros "en junio"
La intención del Ejecutivo es que el certificado "funcione plenamente" para la campaña de verano
Bruselas lanza un certificado de vacunación para facilitar el turismo en verano
Agilizar la movilidad e impulsar el turismo en verano, principal fuente de ingresos de un buen puñado de países europeos, entre ellos España. Es lo que persigue la Comisión Europea con su propuesta de Certificado Verde Digital, que ni será verde ni sólo digital, pero tendrá código QR, y será bilingüe y gratuito. Ahora debe pasar el trámite legislativo comunitario –el visto bueno de los Gobiernos y del Parlamento Europeo– y la puesta en marcha de un mecanismo informático para que sea posible su emisión y lectura en todos los países de la UE antes de entrar en vigor. El objetivo de que todo eso pueda ocurrir en apenas tres meses es muy ambicioso, dada la falta de unanimidad entre los 27, al menos de momento. "El Certificado Verde Digital puede servir como prueba de vacunación, de tests y de recuperación de la COVID-19 para eliminar las restricciones a la libre circulación establecidas en un Estado miembro por motivos de salud pública, como PCR o requisitos de cuarentena", establece la propuesta de Bruselas.
"Si un Estado miembro acepta la prueba de vacunación para levantar las restricciones a la libre circulación", dice la Comisión de Bruselas, "tendrá que aceptar la prueba de vacunación emitida por otro Estado miembro en relación con las vacunas que hayan recibido la autorización de comercialización de la UE. Los Estados miembros tendrán la opción de ampliarlo a los viajeros que reciban otras vacunas [como la Sputnik V]. Al viajar, todo titular de un Certificado Verde Digital tendrá los mismos derechos que los ciudadanos del Estado miembro visitado que hayan sido vacunados, tengan una PCR o hayan pasado el coronavirus. El Certificado Verde Digital tiene como objetivo facilitar la libre circulación dentro de la UE y la flexibilización de las restricciones actuales, no restringir los derechos a la libre circulación y el derecho a viajar".
Si un Estado miembro sigue exigiendo a los titulares de un certificado verde digital que se sometan a cuarentena o pruebas, debe notificarlo a la Comisión y a todos los demás Estados miembros y explicar las razones de tales medidas. El presidente del Gobierno español, Pedro Sánchez, ha aplaudido la propuesta.

"La situación epidemiológica está empeorando", ha reconocido la presidenta de la Comisión Europea, Ursula von der Leyen, en la presentación de la propuesta este miércoles en Bruselas. Al tiempo, ha explicado sus objetivos de vacunas para el segundo trimestre de 2021: "55 millones de Janssen, que arrancará en un mes; 200 millones de Pfizer, después de adelantar 10 millones de la segunda mitad del año; 35 millones de Moderna; y 70 millones de AstraZeneca".
Amenaza a Reino Unido
Los datos de AstraZeneca dependen de que se superen las evaluaciones científicas sobre los casos de trombos, que presentará este jueves la Agencia Europea de Medicamentos. En total, los cálculos de Von der Leyen suman 360 millones de dosis en el segundo trimestre, que también pueden cambiar si se levantan restricciones a las exportaciones de vacunas de AstraZeneca desde EEUU y Reino Unido: "Desde principios de febrero, hemos recibido cientos de solicitudes de exportación, de las cuales todas menos una han sido autorizadas [la partida de 250.000 dosis de Italia a Australia]. En ese tiempo, se han exportado 41 millones de dosis a 33 países. Pero los caminos tienen dos direcciones. Por eso debemos asegurar la reciprocidad y la proporcionalidad. Si esta situación no cambia, reflexionaremos sobre las exportaciones a países productores de vacunas". Es decir, Von der Leyen amenaza con prohibir la exportación de vacunas a países productores que tienen prohibiciones (EEUU) o una tasa de vacunación más alta (Reino Unido).
La presidenta del Ejecutivo comunitario ha alabado el trabajo de Pfizer y Moderna, y ha anunciado "nuevos acuerdos de inversión con las empresas que lo están haciendo bien. AstraZenca no lo está haciendo tan bien y está generando problemas en las entregas a los países".

El paso adelante de la Comisión Europea llega a una semana de un Consejo Europeo y tres semanas después de la cumbre de jefes de Estado y de Gobierno de la UE que se celebró a finales de febrero por videoconferencia. En ella, la presidenta de la Comisión Europea, Ursula von der Leyen, instó a los Gobiernos a correr si querían que hubiera certificados para el verano, momento en el que España y Grecia, países muy dependientes del turismo, quieren poder ponerlos en práctica a escala comunitaria para empujar sus economías.
¿Privilegios?
Pero en aquel debate, lo que se concluyó que el certificado no necesariamente abriría fronteras y se destacó que sólo podía servir así una vez que una parte significativa de la población esté vacunada, para evitar "privilegios" para los vacunados.
La base legal de la propuesta presentada este miércoles son los tratados de la UE, dice el proyecto de reglamento, en tanto que prevén "la posibilidad de que la UE actúe y adopte disposiciones para facilitar el derecho a la libre circulación y residencia en el territorio de los Estados miembros si es necesario", dice el texto de la propuesta de Bruselas. Que añade: "Se trata de permitir que los ciudadanos de la UE y sus familiares que ejercen su derecho a la libre circulación demuestren que cumplen con los requisitos de salud pública", frente a los gobiernos nacionales que pueden adoptar restricciones a los movimientos para contener la propagación del virus. La Comisión Europea quiere que eso no sea a costa de prohibir los viajes transfronterizos.
"El Certificado Verde Digital contiene un código QR con una firma digital para protegerlo contra la falsificación", explica el Ejecutivo comunitario: "Cuando se verifica el certificado, se escanea el código QR y se verifica la firma. Cada organismo emisor (por ejemplo, un hospital, un centro de pruebas, una autoridad sanitaria) tiene su propia clave de firma digital. Todos estos se almacenan en una base de datos segura en cada país. La Comisión Europea creará una puerta de enlace, y a través de esta pasarela, todas las firmas de certificados se pueden verificar en toda la UE. Los datos personales del titular del certificado no pasan por la pasarela, ya que no es necesario para verificar la firma digital. La Comisión Europea también ayudará a los Estados miembros a desarrollar software que las autoridades puedan utilizar para comprobar los códigos QR".
La pasada semana, la ministra de Industria, Reyes Maroto, anunció que España podría tener listo el certificado en mayo.
Sin embargo, quedan varias dudas en el aire, como planteaba Politico: ¿Cómo podrán las personas probar su historial de tests cuando no hay un registro central en varios países? ¿Cuán sensible es declarar que se ha tenido coronavirus? ¿Cuánto dura la inmunidad? ¿Y si las personas vacunadas continúan siendo contagiosas?
Media docena de Estados miembros, entre ellos España, han firmado una declaración pidiendo unificar criterios para reactivar los viajes no esenciales y se han mostrado partidarios de contar con un certificado médico sobre coronavirus que sirva de "pasaporte" para los ciudadanos que acrediten estar inmunizados o no contaminados. "Creemos que es hora de que al menos fijemos condiciones bajo las cuales los viajes no esenciales, en particular para el turismo, puedan ser reanudados", indica el documento firmado por los ministros de Turismo de Austria, Bulgaria, Grecia, Malta, Eslovaquia y España.
La iniciativa es para "facilitar los viajes en la UE, por trabajo o placer, que la gente tenga algo que mostrar, con datos médicos relacionados con la COVID-19, con su estatus sobre si ha hecho una prueba, se ha vacunado o si tiene anticuerpos", ha explicado la Comisión Europea: "Creemos que, en colaboración con la OMS, debería haber una manera de ampliar esto a escala mundial. Trabajamos en una solución europea ahora, y luego cualquier otra cosa tendría que venir después".
Más fácil para las vacunas de la EMA
"Aquellos que viajan hoy dedican mucho tiempo a hacerse pruebas, rellenar diferentes formularios, mostrar diferentes tipos de papeles, y necesitan hacerlo una y otra vez", declaraba el viernes la comisaria europea de Interior, Ylva Johansson: "La Comisión quiere crear un certificado digital en el que puedes tener tu prueba PCR negativa, la prueba de que tienes anticuerpos, o de que has sido vacunado con una vacuna aprobada por la Agencia Europea de Medicamentos a escala europea. Eso lo puedes tener fácilmente en tu móvil y entonces puedes mostrar que, si bien nadie puede saberlo al 100%, probablemente no estás extendiendo ningún virus", comentó.
En este sentido, la propuesta de reglamento de la UE tendrá una versión digital, pero también papel para quien no disponga de smartphone o prefiera la versión analógica y primará las vacunas avaladas por la EMA, que en este momento son las de Pfizer, Moderna, AstraZeneca y Janssen. Así, vacunas como la Sputnik V o la china, sólo abrirán puertas entre países que las hayan reconocido –como Hungría– mientras no tengan el paraguas de la EMA. La rusa está en una fase inicial de evaluación por el regulador comunitario.
En relación con la Sputnik, el comisario de Mercado Interior, Thierry Breton, ha explicado este miércoles: "Es una buena vacuna. Los rusos son muy buenos científicos. Ya veremos si al final hay un acuerdo, pero hay algunas dificultades en estos momentos con la fabricación de esta vacuna, por eso vemos solicitudes para tener instalaciones en Europa para poder fabricarla, pero todas ya se están utilizando para fabricar las vacunas que ya están aprobadas. Pero sí, tendremos que echar una mano a Rusia si hace falta".
"Es que es tan elemental que a mí me choca a veces una cierta teologización del debate", explican fuentes del Gobierno español, "como si el certificado de vacunación te hiciera pecador o te llevara al cielo directamente. Simplemente, es una forma de intentar agilizar la movilidad en el momento en que los Estados lo decidan. Pero lo primero de todo es tener algo que sea internacionalmente admisible y que sea legible más allá de las fronteras del Estado que lo emite", insisten fuentes del Ejecutivo español: "Esto es parte de la recuperación económica. No nos engañemos. Lo que nosotros estamos diciendo es básicamente tener una base técnica y material que nos permita abordar eventualmente, cuando la situación lo permita, una serie de medidas de facilitación de la movilidad sobre la base de unos criterios acordados entre todos".
En particular, Francia y los países del Benelux son los más refractarios a la idea de que un vacunado pueda librarse de tests o vacunas, en tanto que afirman que no está suficientemente demostrado que los vacunados no contagien.

La Comisión Europea tiene previsto presentar este miércoles uno de los planes más ambiciosos puestos en marcha bajo el liderazgo de Ursula von der Leyen en época de coronavirus. Se trata de un paquete de medidas centrado en los viajes y en el levantamiento de las restricciones impuestas por la covid-19, entre las que se incluye el conocido como "pasaporte verde" o "pasaporte covid", una medida en el que los países miembros llevan meses trabajando.
El objetivo, según ha expuesto el vicepresidente de la Comisión, Margaritis Schinas, tras el consejo de ministro de salud, es "establecer una dirección común hacia la apertura segura e igual de Europa". España, uno de los países que más está presionando para que este pasaporte llegue cuanto antes, acude a esta reunión con la incidencia acumulada en pleno descenso, algo que contrasta con la realidad que viven otros países como Italia, donde el Ejecutivo de Mario Draghi ha decretado el confinamiento total del país ante la nueva oleada que estaba sufriendo el país.
Los primeros datos sobre el pasaporte covid
Aunque este miércoles se darán todos los detalles relativos a esta certificado, se conoce que tendrá carácter legislativo y por tanto no será opcional. De facto, permitirá a quienes quieran viajar poder hacerlo sin la necesidad de hacerse una PCR, algo que va a suponer un cambio sustancial, ya que muchos países de nuestro entorno, entre los que se encuentra España, exigen en estos momentos una prueba de este estilo para poder entrar en el país. El documento será gratuito y estará en dos idiomas (en inglés, y en la lengua oficial de quien lo lleve). Asimismo, tendrá un código de barras y se podrá expedir en papel y en formato digital, algo que va a permitir que los ciudadanos puedan tener este certificado en el teléfono móvil.
Dicho certificado incluirá 11 datos sobre la vacunas: si hemos sido vacunados, cuántas dosis nos han puesto, qué vacuna se nos ha inyectado, si hemos pasado el virus y si hemos generado anticuerpos.... Solo, eso sí, el certificado tendrán en cuenta las vacunas que han sido aprobadas por el regulador europeos, por tanto, vacunas como la rusa —aprobada en algunos países—, no entraría en este certificado. "Si una persona está vacunada, no tendrá que hacer las pruebas de PCR. Queremos crear un certificado digital que pueda declarar una prueba de PCR negativa, prueba de que tienes anticuerpos o de que te han aplicado una vacuna que ha sido aprobada por la Agencia Europa del Medicamento (EMA)" ha dicho la comisaria europea de Asuntos de Interior en las últimas horas.

AIR FRANCE PILOTS ICC AOKPASS TO VERIFY COVID-19 TEST RESULTS

Since the COVID-19 crisis began, travel-related regulations have evolved and changed regularly. Submitting a negative COVID-19 test is now mandatory for most international travel, and verifying these tests, often presented in hard copy, takes time.
To improve its customers' experience and streamline their airport journey, Air France is today announcing a pilot of the ICC AOKpass, supported by MedAire / International SOS. The ICC AOKpass is a mobile app, available on smartphones and allowing passengers to carry a secure record of the results of their COVID-19 test carried out in a partner laboratory*. Once at the airport, passengers present the certificate on the app, in lieu of a paper test. The ICC AOKpass provides secure verification, in alignment with the regulations of the destination, via network secured by blockchain technology.
This four-week test will begin on March 11, 2021 on all Air France flights from Paris-CDG to Pointe-à-Pitre (Guadeloupe) and Fort-de-France (Martinique). It will be done on a voluntary basis, in order to test the operation of the application in real conditions and to collect the opinions of test clients. Air France will share this feedback with the other companies in the Skyteam alliance, which are currently testing various solutions for digitalising health documents.
In addition to testing the ICC AOKpass solution, Air France is doing everything it can to assist its customers and inform them in real time of developments in travel procedures. A dedicated website is available to them at airfrance.traveldoc.aero.
Since the start of the crisis, Air France has applied the strictest health measures and offers its customers total flexibility in their tickets, with the possibility of postponing or cancelling any trip planned before December 31, 2021, free of charge and without proof. These measures are grouped under the Air France Protect label and are reviewed regularly as the situation evolves. They recently earned Air France 4 stars in the Skytrax "COVID-19 Safety Rating".

It is currently being piloted across the world, including a successful large-scale pilot on Etihad flights from Paris to Abu Dhabi and Pakistan to Abu Dhabi. Also, nearly 130 airports in 18 countries are ready to deploy ICC AOKpass pilots with airlines. This includes ADP Group, TAV and Aeroporti di Roma.

The International Air Transport Association and Etihad Airways, the national airline of the UAE, today announced a partnership to launch the IATA Travel Pass for Etihad Airways’ guests. The IATA Travel Pass is a mobile app to help passengers easily and securely manage their travel in line with government requirements for COVID-19 tests or vaccines.
IATA Travel Pass will initially be offered to Etihad’s guests on selected flights from Abu Dhabi in the first quarter of 2021. If successful, the pass will be extended to other destinations on the Etihad network.
The IATA Travel Pass will enable Etihad’s guests to create a ‘digital passport’ to receive COVID test results and verify they are eligible to undertake their journey. Importantly, IATA Travel Pass will keep passengers in control of their data and facilitate the sharing of their test with airlines and authorities for travel. It will also make it convenient for passengers to manage travel documentation throughout their journey.
“COVID-19 tests and vaccinations will be key to get the world flying again. La Junta trabaja en distintas "fórmulas" para el certificado personal de vacunación
Pueden ir desde un documento físico o telemático a un "código QR". Será "obligatorio" para poder acceder a acontecimientos o actividades con aglomeraciones
El presidente de la Junta, Juanma Moreno, ha detallado este sábado que el Gobierno andaluz está trabajando en distintas "fórmulas" que puedan servir como certificado personal de haberse vacunado contra la covid-19, que pueden ir desde un documento físico o telemático a un "código QR", el cual será "obligatorio" para poder acceder a acontecimientos o actividades en los que pueda haber "grandes aglomeraciones de personas".
A preguntas de los periodistas en una visita a la estación de esquí de Sierra Nevada (Granada), con motivo de su reapertura tras la apertura de la movilidad entre las provincias andaluzas, Moreno ha especificado que "la única manera de permitir esas grandes aglomeraciones de personas sin que haya problemas" sería mediante una certificación de PCR negativa realizada "70 horas antes" o de vacunación.
En ese sentido, ha explicado que la vacuna abrirá al ciudadano las puertas al acceso a estadios deportivos para, por ejemplo, un partido de fútbol, o "viajes", siendo, "en definitiva, una garantía" sin la que "no va a poder entrar".
Ha contextualizado esta iniciativa en la práctica habitual del Servicio Andaluz de Salud (SAS), que "registra, como no puede ser de otra manera, y certifica las vacunas que se hacen con nombres y apellidos", todo ello regido "siempre" de acuerdo con la ley de protección de datos.
La vacunación contra el coronavirus, cuyo inicio está previsto en España para antes de final de año, será, en este sentido, según Juanma Moreno, una "obligación moral" hacia uno mismo y hacia los demás, partiendo de la base de que "no se puede obligar a nadie a vacunarse".
Este pasado viernes, el presidente ya adelantaba que consideraba que vacunarse es una "responsabilidad moral", y que la Junta va a poner un "certificado o especie de carnet para saber quién se ha vacunado y quién no" para ir a eventos deportivos o culturales.

En Sierra Nevada, este sábado, Moreno ha enfatizado el llamamiento a la población para que cumpla las medidas de seguridad en el periodo navideño que ahora comienza, y tenga su "mejor comportamiento" desde la premisa de que habrá "otras Navidades el año que viene", que se van a poder "disfrutar si estamos vivos".
"Si ponemos en riesgo nuestra salud y la de nuestros amigos, ahí sí que ponemos la posibilidad de jamás" poder "ver a nuestros seres queridos" más, ha agregado el presidente andaluz, para quien ahora "no toca" dar abrazos, o besos, ni "desplazarse", incidiendo así en poner un "granito" de arena cada uno para construir un "enorme muro para limitar el contagio y esta "pesadilla triste que tanta ruina nos ha traído".
Es un virus en cuya gestión, "de la noche a la mañana, cambian las circunstancias", por lo que Juanma Moreno ha concluido pidiendo "paciencia" a todos los andaluces, a quienes ha agradecido su comportamiento en este último periodo de restricciones, y recordando que la Junta irá "tomando decisiones sobre la marcha", pues "esa flexibilidad" es la nos va a permitir "limitar el contagio" y mantener en lo posible "el nivel más bajo de incidencia" dentro de los de España.

IATA Travel Pass
The IATA Travel Pass is a mobile application under development allowing travelers to store and manage certifications for COVID-19 tests or vaccines. The app should be available in iOS and Android stores by March 2021.
The information provided through the IATA Travel Pass can be used by governments requiring testing or vaccination proofs as a condition of international travel during and after the COVID-19 pandemic. A critical aspect is the fact that the information supplied is verified. It is a secure means to manage health requirements, much more efficient than paper processes.
With this app, IATA also aims to provide governments with the confidence to reopen borders without imposing quarantines on incoming travelers.
How the IATA Travel Pass works
The IATA Travel Pass will help people to travel at ease while meeting any government requirements for COVID-19 tests or vaccines. It will encompass:
- Global registry of health requirements – to find accurate information on travel, testing and vaccine requirements for journeys
- Global registry of testing/vaccination centers – to identify testing centers and labs at departure location which meet the standards for testing and vaccination requirements of the destination
- Lab app – to locate authorized labs and test centers to securely share test and vaccination certificates
- Digital passport module - to enable passengers to create a ‘digital passport’, receive test and vaccination certificates and verify that they are sufficient for their itinerary, and share testing or vaccination certificates with airlines and authorities to facilitate travel. This app can also be used by travelers to manage travel documentation digitally and seamlessly throughout their journey, improving the travel experience.
Governments decide the requirements to travel; airlines and passengers need to comply
Traditionally there have been visa and vaccination requirements in many countries. Due to the COVID-19 pandemic governments have imposed additional restrictions: quarantine measures, testing requirements and eventually vaccination requirements. IATA Travel Pass is a tool for travelers but communicates with governments, airlines, and test centers/vaccination providers to get verified information to those who need it in a safe and secure manner.
Geneva – The International Air Transport Association (IATA) unveiled key design elements of the IATA Travel Pass. IATA Travel Pass is a mobile app to help travelers easily and securely manage their travel in line with any government requirements for COVID-19 testing or vaccine information.
“Testing is the immediate solution to safely re-open borders and re-connect people. And eventually this is likely to transition to vaccination requirements. In either case, a secure system to manage COVID-19 testing or vaccination information is critical. The IATA Travel Pass is a solution that both travelers and governments can trust. And it is being built with data security, convenience and verification as top priorities,” said Alexandre de Juniac, IATA’s Director General and CEO.
IATA emphasized these priorities with three critical design elements:
- Putting travelers in control of their personal information for top-level data security and data privacy. The IATA Travel Pass stores encrypted data including verified test or vaccination results on the mobile device of the traveler. The traveler controls what information is shared from their phone with airlines and authorities. No central database or data repository is storing the information. By keeping travelers 100% in control of their information, the highest standards for data privacy are ensured. IATA Travel Pass is also built on the highest standards of data protection laws, including General Data Protection Regulation (EU GDPR).
Technically, the app is being built in accordance with Self-Sovereign Identity* (SSI) principles. The IATA Travel Pass is scheduled for release early in the first quarter of 2021 for Android and for iPhone. For iPhone it will use the “Secure Enclave” features of Apple devices and a similar security encryption technology for Android. - Global standards recognized by governments to ensure verified identity and test/vaccine information.
- Verified identity: A government-issued ePassport is used to verify the identity of the user. It also serves to create a digital representation of the user’s passport to allow the information to be sent electronically in a secured way that is linked to their verified identity. The key to this are global standards developed by the International Civil Aviation Organization (ICAO) which match biometric passport data and a selfie taken by the user. This creates a Type 1 digital travel credential (a verified digital identify**) in line with ICAO standards.
- Verified test results or vaccine information: Currently the main vaccination requirement for entry into some countries is for yellow fever. Under the International Health Regulations, this is managed by the “yellow card” or International Certificate of Vaccination and Prophylaxis. The World Health Organization (WHO) is developing digital standards that will make these vastly more secure and will dramatically reduce fraud. When ready, the IATA Travel Pass will be able to accommodate such new global standards.Until a COVID-19 vaccine is widely available to the general public, the priority is on COVID-19 testing. Laboratories have well-established safety standards for managing and verifying test results to individuals. IATA is partnering with selected and established laboratories to securely link their test results with the verified identity of the IATA Travel Pass holder. - Convenience and biosafety will be enhanced with integration into contactless travel processes. The ICAO CART recommendations for biosafety include the use of contactless travel processes to reduce the risk of virus transmission when documents need to be exchanged in the travel process.
The industry has been developing contactless travel processes as part of a One ID transformation program for several years. The IATA Travel Pass digital identity management module uses the well-developed principles of One ID (which are, in turn, based on ICAO standards). For the passenger, this means that the IATA Travel Pass will also unlock the potential for convenient contactless travel processes from check-in to boarding. As such, while the need for COVID-19 information verification may eventually disappear when we overcome the pandemic, IATA Travel Pass, however, will remain as a bold step forward in the implementation of contactless travel.
IATA research amid the COVID-19 crisis (September 2020) shows that contactless processes will be popular with travelers:
- 70% of passengers had concerns about handing over their passport, phone or boarding pass to airline agents, security staff or government officials at the airport
- 85% of travelers said that touchless processing throughout the airport would make them feel safer, and
- Already 44% of travelers said that they are willing to share personal data to enable touchless process, up significantly from 30% in June.
Interoperable Solution
IATA is developing the IATA Travel Pass in four independent modules that can interact with each other. These modules will cover registries for regulatory entry requirements and labs/test centers, verified certificate issuance, digital identity and the possibility for passengers to share their tests results along their journey via their mobile device. Open standards enable the modules to be used as one solution or to complement capabilities being developed by other solutions providers.

This unique capability demonstrates that we can work with industry and governments to re-shape travel processes based on global standards. And we are building the IATA Travel Pass so that other solutions serving the same industry re-opening goal can also benefit from it. We want airlines to have a competitive marketplace with the widest range of options that meet their specific needs,” said Nick Careen, IATA's Senior Vice President, Airport, Passenger, Cargo and Security.
IATA’s Timatic offering is a foundational element of the IATA Travel Pass. For decades it has provided reliable entry requirement information to airlines and travelers. Integrating Timatic into the IATA Travel Pass entry requirements registry model brings with it an established process for the global collection, verification, updating and distribution of this information.

* Self-sovereign identity (SSI) is a term used to describe the digital movement that recognizes an individual should own and control their identity without the intervening administrative authorities.
**The traveler Identification process is compliant with ICAO standards. The process that a passenger would take to securely identify themselves in the IATA Travel Pass uses government issued ePassports to create a digital travel credential as per the standards developed through ICAO. The process has six steps:
- Download the free IATA Travel Pass to their Smart phone and login
- Take a selfie with the smart phone
- Complete a liveness test as instructed by the phone – i.e., move their head, close their eyes in front of the camera as instructed
- Scan the data on the two lines at the bottom of the passport photo page with their smart phones and scan the data-chip on the passport as prompted by the phone
- The IATA Travel Pass then matches the photo with the passport data (which contains a digital biometric photo of the passport holder) to verify that (1) the passport belongs to the person in front of the phone and (2) that the passport is genuine and has not been tampered with.
- The verified digital travel credential is then stored on the passenger's phone and can be used as their ‘digital passport/ ID’.

How do I know that my details are being treated with integrity?
You as a traveler you always remain in control of your data privacy. The IATA Travel Pass does not store any data centrally. It simply links entities that need verification with the test or vaccination data when travelers permit. No verification will go to an airline or a government without your authorization.
What happens if I don't have a smartphone?
There will be paper-based alternatives for people who do not have mobile phones. And for families, who may not have a smartphone each, we have formed an industry working group to explore how we can make the process as seamless and efficient as possible.
Why is IATA developing the IATA Travel Pass?
For decades we have had a paper documentation system for providing proof of vaccination. The most well-known is the requirement of many governments for a yellow-fever vaccination depending on your travel history and travel destination.
The IATA Travel Pass moves this to a digital platform and joins it with up-to-date information on entry requirements. This makes the process more convenient for travelers and helps avoid fraudulent documentation.
This modernization will be crucial as government entry requirements are expected to evolve with the epidemiological situation. An electronic process will better manage the volumes of data that are likely to be needed and it will help passengers to adapt to any changes more easily in government requirements.
IATA is already managing health requirements through its Timatic solution, so IATA Travel Pass is a natural evolution to support the industry during the pandemic.
The information flow infrastructure that is needed for systematic testing must support:
- Governments with the means to verify the authenticity of tests and the identity of those presenting the test certificates.
- Airlines with the ability to provide accurate information to their passengers on test requirements and verify that a passenger meets the requirements for travel.
- Laboratories with the means to issue certificates to passengers that will be recognized by governments, and
- Travellers with accurate information on test requirements, where they can get tested or vaccinated, and the means to securely convey test information to airlines and border authorities
Solution: IATA Travel Pass
A global and standardized solution to validate and authenticate all country regulations regarding COVID-19 passenger travel requirements. IATA Travel Pass will incorporate four open sourced and interoperable modules which can be combined for an end-to-end solution:
The main priority is to get people traveling again safely. In the immediate term that means establishing confidence in governments that systematic pre-departure COVID-19 testing can work as a replacement for quarantine requirements. And that will eventually develop into a vaccine program.
The IATA Travel Pass is a solution for both. It is built it in modules as an industry solution based on open source standards. It can be used in combination with other providers or as an end-to-end solution. The most important thing is that it is responsive to industry needs while enabling a competitive market.
Andalucía facilitará un código QR para certificar la vacunación de personas inmunizadas con las dos dosis
Así lo ha anunciado este martes el consejero de la Presidencia, Administración Pública e Interior y portavoz del Gobierno andaluz, Elías Bendodo, en la rueda de prensa posterior a la reunión semanal del Consejo de Gobierno.
El consejero ha indicado que ese código QR será "el certificado de vacunación que tendremos en Andalucía", de modo que, "cuando una persona se ponga la segunda dosis" de la vacuna, "tendrá un documento que acredite que está vacunado, por si tiene que mostrarlo o enseñarlo para un viaje o para cualquier actividad que se le requiera".
Por otro lado, Bendodo ha detallado que, a fecha de este martes, en Andalucía ya se han administrado un total de 163.048 de las 216.320 dosis de vacunas recibidas, es decir, el 75,3% de ese montante global, según ha puesto de relieve antes de avanzar que ese porcentaje se elevará "al 80% entre hoy (este martes) y mañana" miércoles.
Además, ha confirmado que la Junta sigue manteniendo una "reserva estratégica" del 20% de las vacunas recibidas --en concreto, un total de 41.904 dosis--, ante la posibilidad de que se produzca "cualquier tipo de contingencia" que impida algún lunes la recepción semanal prevista de vacunas, según ha recordado Bendodo, que ha remarcado que con esa reserva se "garantiza la puesta de la segunda dosis".
