What does Level 4 mean?
Level 4 – Do Not Travel is the highest travel advisory issued by the U.S. Department of State. It is not a legal travel ban, but a strong recommendation that U.S. citizens should not travel to these destinations because of severe risks such as:
- Armed conflict or war
- Terrorism
- Kidnapping
- Violent crime
- Civil unrest
- Public health emergencies
- Limited or unavailable U.S. consular assistance
Important note
Although all of these countries are classified as Level 4, the reasons vary:
- Ukraine: Ongoing large-scale war.
- Russia: Risk of arbitrary detention, security concerns, and limited consular access.
- Haiti: Extreme gang violence and widespread insecurity.
- Iran & North Korea: High risk of arbitrary detention of U.S. citizens.
- Sudan, Syria, Yemen: Active armed conflicts and humanitarian crises.
- Uganda: Security concerns combined with public health issues and limited U.S. government assistance.
